Operation Spiderweb worked for a reason that has nothing to do with drones.
On 1 June 2025 Ukraine's Security Service released over a hundred short-range quadcopters from trucks parked near four Russian air bases and destroyed a double-digit number of strategic bombers. Pantsir and S-300 systems could not detect or intercept aircraft flying that low and that slowly. But the operation did not succeed because the defences failed. It succeeded because the bombers were parked in the open, at fixed and predictable locations, where a small charge delivered by a small aircraft could reach them.
Nine months later the inverse was demonstrated. On 2 March 2026 a drone penetrated the defences of RAF Akrotiri, a base reinforced weeks earlier with additional radar, ground-based air defence and a specialist counter-drone unit. It got through all of it, struck a hangar, and the minister confirmed to Parliament that the damage was minimal. The active defences failed and a building absorbed the hit.
That was a Shahed-type strike drone rather than a quadcopter, so the comparison is not exact, though it cuts the same way: if a structure blunted a purpose-built military weapon it will comfortably blunt a hobby airframe carrying a few hundred grams. The claim is worth stating narrowly. A hangar is not armour and will not stop a large warhead. What it defeats is the one thing a small drone attack depends on, which is physical access to a thin-skinned, fuelled airframe. The drone has to touch the aircraft. Put a roof and four walls between them and the attack does not degrade, it fails.
Set that against everything else in the counter-drone catalogue. A shelter has no false positive rate, needs no operator and no duty roster, and works at three in the morning. It works against the drone nobody detected, which matters because detection is where most documented failures cluster. It needs no lawful authority, decisive in Australia given that jammers are banned and the exemption pathway does not reach private industry. And it needs no refresh cycle: jamming was largely defeated by fibre-optic control inside a year, and nothing in the last decade has made a wall less effective.
A second benefit accrues every day rather than only on the day of an attack. An aircraft parked in the open can be counted from orbit, and commercial imagery is cheap enough that anyone wanting to know what sits where on an airfield can simply look. A shelter denies that count. It does not merely protect the airframe, it removes it from an adversary's planning picture and forces effort onto structures that may be empty.
So here is the argument plainly. In 2026, with Spiderweb on the record and the European incursion wave behind us, leaving high-value aircraft in the open, or under shade structures that keep the weather off and nothing else, should be treated as a failure of duty rather than a resourcing decision.
That language is deliberate. Foreseeability is what moves a risk from exotic to expected. *ASIC v RI Advice* shifted cyber from an IT matter to a director's duty not because the technology changed but because the threat became too well documented to leave unaddressed. The same test is being met here: the method is public, the cost of mounting it is trivial, and the vulnerability it exploits is visible on any satellite image of any airfield.
The obvious reply is cost, and for a high-value fleet it does not survive contact with the numbers. Reasonableness here has always been assessed by weighing the harm risked against the burden of avoiding it, and that ratio is not close. A combat aircraft is worth many times the building that would house it. A country that has already accepted the expense of buying, crewing, arming and sustaining an air force has established what it thinks the fleet is worth. Declining the last small fraction that keeps it out of sight and out of reach is not a funding constraint. It is a statement of priority and should be examined as one.
The practical opening in Australia is unusually good, and it is temporary. RAAF Base Tindal has been expanded with United States funding, including a $355 million tranche of hangars, accommodation and pavements reported complete in January 2026. HMAS Stirling is the subject of up to $8 billion of works whose published scope includes a base-wide uplift to physical security. Williamtown hosts the F-35A fleet and saw confirmed incursions in July 2026.
Protection designed into a capital works program costs a fraction of what it costs retrofitted, and the window closes when the concrete sets. Every one of those programs is a chance to decide that the aircraft Australia has already paid for should not spend their lives in the open. The cheapest time to put something under cover is before it is built.
